Origin & history
Pilot purgatory became a prominent expression in late-2010s discussions of Industry 4.0 and manufacturing digitization. The World Economic Forum and McKinsey used it for the widespread failure of factories and other organizations to move promising technology pilots into scaled deployment. The phrase was later applied broadly to enterprise AI and generative-AI projects facing the same gap between demonstration and production value.
