Economists Daron Acemoglu, David Autor, and Simon Johnson used the phrase in a 2023 policy proposal about redirecting artificial intelligence toward augmenting human capabilities. The term gained wider policy attention as governments and researchers began distinguishing worker-complementing systems from automation aimed mainly at labor substitution.

Usage note

Pro-worker AI describes a design and policy goal, not a technical architecture or a guarantee that no jobs will change. A system can be called pro-worker when it gives people better information, expands what less-experienced workers can do, removes low-value administrative work, or creates new tasks in which human judgment remains important. The label is often contrasted with worker-replacing AI. Whether a deployment is genuinely pro-worker depends on outcomes such as job quality, wages, worker autonomy, access to training, and who captures the productivity gains. A copilot may be pro-worker, but the two terms are not synonyms: copilot describes how a tool assists a user, while pro-worker AI emphasizes whose capabilities and economic interests the technology is intended to advance.
