: the ability of an AI system to recognize, interpret, and respond appropriately to the social, moral, legal, or institutional norms that apply in a particular context

Origin & history
Normative competence has older roots in philosophy, law, and research on moral agency. AI researchers adopted it for the capacity of artificial agents to understand and navigate systems of norms rather than merely execute fixed rules. Work on normative reasoning and normative modules in the early 2020s developed the idea for computational agents, and research published in 2026 made it an explicit target for evaluating language-model agents in changing social environments.
