Control gap is an older general phrase. By 2026, AI control gap was being used in enterprise research, security discussions, and industry reporting for the widening mismatch between accountability for AI deployments and the visibility or authority needed to govern them. An IBM study published in June 2026 helped bring the formulation into wider enterprise use.
